Dr. Ryan Carstens

Professional Biography
Dr. Ryan Carstens brings over 34 years of service in numerous higher education administrative and leadership roles, designing systems that span the entire student life cycle and support college efforts to improve student success.  His background includes faculty and department chair roles, as well as collaborative and leadership service in rural residential college districts, urban and suburban colleges, nationally recognized multi-campus districts such as Dallas, Lone Star, Maricopa, and Salt Lake, and a state coordinating board for community and technical colleges.
Dr. Carstens earned his doctoral degree from the Community College Leadership Program (CCLP) at the University of Texas at Austin. His prior formal education includes an M.S. from Oklahoma State University (OSU) in Curriculum & Instruction and a B.S. from OSU in German with a Social Studies minor and a teaching certificate.
With recent experience as President of Spokane Community College, Dr. Carstens’ prior work also includes leadership roles for accreditation, academic programming and assessment, institutional effectiveness, curriculum, various technology and distance learning initiatives, strategic planning, legislative engagement, community partnerships, extension and off-campus programs, dual-credit programs, professional and faculty development programs, grant development and management, curriculum and program development, online and onsite student services, facility master planning and construction projects, marketing and branding initiatives, public school and industry partnerships, and library consortiums.  Dr. Carstens currently supports statewide planning, governance and organizational change initiatives at the Washington State Board for Community and Technical Colleges serving 34 colleges throughout the state.
Ryan and his wife, Fay, are prior residents of the Idaho Falls area and have returned frequently to visit family and friends.  They have five adult sons and nine grandchildren, some of whom live in the area.  Ryan’s interests include: family, church, scouting, aviation/flying, computers & technology, snow skiing, camping and the outdoors, singing and the performing arts.  Fay enjoys quilting, crafts, reading, cooking, all her kids, and libraries.
